Abstract

Poverty and slums are one of the problems in urban areas. Agrarian reform which consists of assets reform and access reform is one of the way to improve the welfare of the urban poor. Therefore, this paper aims to examine the impact of agrarian reform in terms of access reform to livelihood assets. To determine the success of the program, it is necessary to do an evaluation. Therefore, this paper aims to examine the form of the program and the role of the relevant institutions in the program, and the impact of agrarian reform from the point of view of access reform to livelihood assets. This paper focuses on the analysis of the livelihood assets of the people of Kampung Kenteng, Kota Surakarta. To obtain data in research, this paper uses mixed methods by collaborating quantitative and qualitative methods. The quantitative method was carried out through a survey of 75 respondents using a questionnaire and then analyzed using pentagon assets. While the qualitative method is carried out by observation, document study, and interviewing the subject of access reform, parties from Kantor Pertanahan and related institutions. The results of this study state that livelihood assets have changed after access reform. Of the 5 (five) livelihood assets, there were 4 (four) assets that increase and 1 asset that did not change. Assets that increase were financial, physical, natural resource and social assets. Meanwhile, the assets that have not changed are human resource assets. Analysis of livelihood assets can be used as an instrument in social mapping in access reform to agrarian reform in urban areas. With this analysis, it can be known the condition of people's livelihood assets in an area so that it can be used to determine the form of a program that is appropriate to the condition of the community. In addition, livelihood asset analysis can be used to evaluate programs for addressing access to agrarian reform. Keywords: poverty, urban agrarian reform, access reform, livelihood assets, welfare
