Abstract

Strengthening and building the country's economic system to become a competitive arena for every developing country, one of the government's strategic policies to prepare for economic growth in Indonesia is to attract as much investment as possible. The form of the government's commitment to attract as much investment as possible, namely simplifying the licensing process through OSS (Online Single Submission) is set forth in Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. This regulation was then refined with Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing or abbreviated as OSS-RBA (Online Single Submission-Risk Based Approach). The requirements for permits for space use were simplified into 3 components, namely suitability for space use activities (KKPR), environmental approvals, as well as building approvals and certificates of proper function based on UUCK. This research uses descriptive survey method with data analysis using descriptive-comparative method and juridical-normative analysis. This research will produce problem categories internally (KKPR issuers) and externally (business actors) which are further translated into 4 indicators including: (a) regulation; (b) institutional; (c) human resources; and (d) work systems and procedures (Sutaryono, 2022).
