Abstract
The implementation of land redistribution in Ratna Daya Village aims to provide legal certainty over land and is expected to increase community income and food crop production in Ratna Daya Village. However, there has been a decline in rice production after the implementation of land redistribution in Ratna Daya Village. The decline in production is due to the fact that land certificates have not been optimally utilized. The objectives of this study are to determine the community's understanding of the benefits of land certificates, the supporting and inhibiting factors for land certificate utilization and the use of land certificates to increase income and food production in order to improve livelihood conditions. The research method used a qualitative method with a descriptive approach. The results of this study indicate that the level of community understanding of the benefits of land certificates is in the good category. Supporting factors for the utilization of land certificates are the need for capital and easy access to capital, while inhibiting factors in utilizing land certificates are the need for capital, low income, the long application process period, and lack of knowledge related to easy access to capital. Utilization of land certificates by pledging them for access to capital can increase farmers' incomes and rice production by 30-50%.
