Abstract

The 2022 Complete Systematic Land Registration Program (PTSL) at the Cilacap District Land Office has the most targets in Central Java Province, with a total target of 140.364 fields divided into the issuance of Land Plot Maps (PBT), Land Title Certificates (SHAT) and Cluster 4. The Cilacap District Land Office obtained a performance score 45,40 and was ranked 31st of 35 district and city land offices throughoutCentral Java Province. A good organizational culture will state good human resource management or management systems in order to foster good performance and accelerate the achievement of targets or goals, both number targets and time targets, therefore it could create relationships between elements or agencies participating in the 2022 PTSL program of Cilacap. The application of qualitative research methods in this study focuses on the results of interviews and documents, which are then arranged and analyzed in accordance with the research problem formulation. The descriptive approach method is used in this research, as the researcher will describe the research findings in a narrative form that addresses the research problem question regarding human resource management in the PTSL program, the achievements of the PTSL, as well as the supporting and inhibiting factors within the PTSL program. The findings of this research indicate that the PTSL achievement in Cilacap District in the year 2022 reached 100% in terms of quantity, with PTSL services being available ini 9 sub-districts and 25 villages. HR Management is carried out starting from the HR planning stage, HR appointment and dismissal, HR remuneration and benefits, performance appraisal, awards and career development, HR training and development, as well as occupational safety and health, leadership, and productivity. In the implementation of PTSL, supporting and inhibiting factors were found to have an impact on the achievement of PTSL results in 2022 at the Cilacap District Land Office.
