Abstract

Indonesia has very extensive peatlands. In order to preserve the existing peatlands in Indonesia, the government of the Republic of Indonesia, in this case the President, issued Presidential Instruction (Inpres) No. 5 of 2019 concerning indicative maps for the termination of new licenses (PIPPIB). The Presidential Instruction is a refinement of the previous Presidential Instruction. Along with the Presidential Instruction, the Ministry of ATR / BPN issued a circular letter to the Secretary General so that all land services are guided by PIPPIB. This did not have a good impact because it castrated the function of community land certificates. This has particularly affected the economic conditions of the people of Meranti Islands Regency because 96% of its territory is included in the forest area and PIPPIB. This research uses a qualitative research method with a descriptive approach. To be able to explain further the condition of land and spatial planning in the Meranti Islands Regency, a spatial approach is used in the form of map overlay. PIPPIB, RTRW and land parcel maps were overlaid to clearly explain the condition of spatial planning in the Meranti Islands. Researchers found the following results research results as follows 1) Implementation of the PIPPIB policy in Meranti Islands which is still indicative is too powerful to stop new licenses. 2) PIPPIB has an impact on community land that has already been titled cannot be implemented derivative services. 3) PIPPIB exacerbates the economic downturn in Meranti Islands. 4) The local government has tried to convey the aspirations of the community by writing to the central government to resolve the to resolve the PIPPIB issue.
