Abstract

Legislation which is a derivative of Law Number 11 of 2020 concerning Job Creation is implemented to reduce the complexity of services and lead to good service effectiveness, including in the land sector. The Ready to Build Area in Batam City found problems that were detrimental to the community in terms of time, energy and costs. Head of BP Batam Regulation Number 26 of 2021 concerning the Implementation of Land Management are the main points of service whose effectiveness needs to be studied. Primary data sources were obtained from interviews and observations, while secondary data were obtained from related documents. The research results show that (1) Eligible subjects are subjects with valid subject criteria. The subject element in Kasiba is an important work in overcoming inequality in land ownership and control in Batam City by paying attention to it properly and structured and in accordance with the criteria of a valid subject, namely the Owner of the Original Plot Certificate or the Owner of the Building Use Rights Certificate or the Building Owner with supporting data on land control. legitimate and in good faith. (2) The Kasiba object is seen from the output to obtain a legal condition with management rights (HPL). The object elements in Kasiba seen from the output and availability of data can be explained that to get a clear and clean situation is to trace the planning profile and procedures for the area and land history as well as area procurement related to the formation of social structures before the Land Acquisition is carried out by BP Batam so that it can get granting primary rights in the form of Management Rights and/or secondary rights in the form of Building Use Rights above Management Rights. The use of land as a house building will show that the land in that place is already controlled by someone, thereby increasing the potential for clear and clean in terms of private rights. (3) The administrative element in Kasiba uses the principle of certainty and the principle of service both in administering BP Batam assets and land registration.
