Abstract

National development is part of the goal to realize the greatest prosperity of the people within the framework of social justice for all Indonesian people. One of the important assets in national development is land, but the limited availability of land encourages land acquisition to be carried out by means of land acquisition. Muliawan (2016) stated that development is development that can improve the welfare of all levels of society, not development that prioritizes personal interests or certain groups. Therefore, the government is obliged to provide land for development without ignoring the interests of other parties. In order to facilitate development for the public interest, it demands that the government provide a large enough land area from the community. Zaman (2016) states that land acquisition is any activity to acquire land by providing compensation to those who are entitled or releasing or handing over land, buildings, plants, and objects related to land. Furthermore, Sri Yunanto (2016) states that land acquisition is the process of taking over land rights by the government for the purpose of public interest and is obliged to provide fair and reasonable compensation to landowners. The meaning of the public interest must cover the interests of the majority of the community, and in fact the meaning of the majority of the community itself includes the interests of the victims of land acquisition, so that two interests, namely the interests of the land users in this case the government and the interests of the victims of land acquisition in this case the land owners who subject to release. In the implementation of land acquisition for the public interest, there are bound to be many inhibiting factors and problems in the process of implementing land acquisition, both in general and specifically.
