Abstract

The emergence of the K3 cluster is a serious problem in the achievement of the PTSL program. This is possible because K3 is a product of PTSL whose implementation stage has not yet reached the issuance of certificates. Therefore, the implementation of PTSL activities will be hampered by the emergence of the K3 cluster field. Basically, the K3 cluster is the largest residual contributor in PTSL. The purpose of this study is to determine the causes of the increase in K3 land parcels at the Semarang City Land Office and find out the technical efforts to complete K3 land parcels carried out by the Semarang City Land Office. and, to determine the impact of the completion of K3 land parcels on the achievement of the PTSL program Research methods used in this research are qualitative methods, with the type of case study method. This method is done by combining data collection such as, observation, and study of documents or archives. four sub-districts from 2 sub-districts were selected as sample research locations with the consideration that these villages have the largest number of K3.1 and K3.3 cluster areas. The case study method is carried out by conducting in-depth interviews with informants who are sources of information from the problems studied. The selection of informants was selected from the Adjudication Team of PTSL Semarang City Land Office, Village Apparatus and the community. In addition, other methods used are through observation of K3 data on the PTSL dashboard and analysis of PTSL documents. From the results of the study, it is known that the cause of the increase in the K3 Backlog land parcel at the Semarang City Land Office is mostly due to the indication of the K4 field in the K3 Backlog field. while the cause of the emergence of K3.1 and K3.3 clusters is influenced by factors, namely: 1) Overlapping fields; 2) The reluctance of the community to enticen its land; 3) The limitations of kuota SHAT; 4) Field target demands; 5) Limited puldadis power; 6) Refocusing the budget. The Semarang City Land Office has made all efforts to solve the K3 field, but from the overall efforts there are several efforts that can be said to be successful in handling the K3 field. Of the 3 (three) efforts in question are the completion of the K3 field through the strategy of deactivating NIB K3, Utilization of NIB K3, and Sorting K3 Backlog. The completion of the K3 land parcel greatly affects the achievements of the PTSL program. The intended achievements are a decrease in PTSL residues, public trust related to national strategic programs, optimal budget absorption of the impact of completing K3 land parcels, and completion of K3 land parcels have a good influence on the reputation of the Land Office.
