Abstract

through separate regulations. Daerah Istimewa Yogyakarta has experienced developments in carrying out arrangements in land law since ancient times. A new chapter started after the enactment of UU No. 13 Tahun 2012 tentang Keistimewaan Daerah Istimewa Yogyakarta (UUK). One of the point Pasal 7 Ayat (2) is land affairs. Land administration arrangements in DIY were renewed with the issuance of Peraturan Gubernur (Pergub) DIY No. 34 Tahun 2017 tentang Pemanfaatan Tanah Desa. Implementation of Peraturan Gubernur (Pergub) DIY No. 34 Tahun 2017 tentang Pemanfaatan Tanah Desa which has been established since 2017 and is used until now. The implementation of the rules must contain accumulations of various aspects. The research was conducted to find out the problems that arise from the implementation of Peraturan Gubernur (Pergub) DIY No. 34 Tahun 2017 tentang Pemanfaatan Tanah Desa in institutions that has authority in implementing these rules. It is interesting to carry out empirical juridical research in institutions regarding the progress of achievements, obstacles, and finding solutions to the implementation of Pergub DIY No. 34 of 2017. The village which is a government institution that directly administers village land whose rights status must be registered as land owned by the Sultan/Pakualaman has the obligation to identify the Sultan/Pakualaman Ground in the village. Dinas Pertanahan dan Tata Ruang Provinsi DIY, which is the facilitator for planning the implementation of affairs and the assignment of privileges in the land and spatial planning sector, will carry out an inventory, identification and verification. In addition, the Land and Spatial Planning Office also carries out a supervisory process related to the use of village land with anggaduh rights. Kantor Pertanahan Kabupaten Bantul in implementing this regulation has the authority to carry out registration and administration of village land with Anggaduh rights. Implementation of related rules produces findings related to the progress of the achievements. The progress of the achievements was able to produce analytical data related to obstacles so that solutions were able to be formulated to improve the implementation of Pergub DIY No. 34 of 2017 tentang Pemanfaatan Tanah Desa legally and in related institutions.
