Abstract

Complete Systematic Land Registration or PTSL is a government program that provides legal certainty over land ownership by issuing certificates of land rights to rights holders or land owners. Through this program, all Indonesian citizens will have a certificate of land rights by 2025. In its implementation, PTSL has a target that continues to increase from year to year. This allows the results of the data generated both spatial data and textual data to be inaccurate to the actual situation. Inaccurate spatial data can lead to the formation of land plot anomalies. Revamping land plot anomalies as well as improving data quality is needed to achieve complete village criteria. This research uses a type of qualitative research with a descriptive approach located at the Land Office of Cirebon Regency. Primary data sources are obtained from interviews and observations, while secondary data are obtained from related documents. The results showed that (1) there were a total of 19,397 anomalies in land plots in Cirebon Regency. The anomalies of the land parcel are divided into 3 (three) types, namely overlapping field anomalies, NIS field anomalies, and field anomalies outside the village boundaries. (2) the condition of the final data quality in Ambulu Village on the KKP dashboard shows a percentage figure of 99.96%, where there are 2,249 Land Books with 2,138 plots of KW1 land, 288 plots of KW2 land, 2 plots of KW3 land, and 1 piece of KW5 land. There is 1 (one) piece of KW5 land that cannot be fixed because the subject cannot be found and the object cannot be identified The completion of the land parcel is carried out by making Minutes K4.2 guided by Circular Number 12/SE-UK.01/VI/2022 number 4 point c and in accordance with the predetermined Minutes format.
