Abstract

The recapitulation report of space utilization permits in the implementation of (Kesesuaian Kegiatan Pemanfaatan Ruang) (KKPR) both at the central and regional levels shows that there are obstacles in fulfilling the completeness of the assessment. In Batam City, the obstacle occurs due to the discrepancy between the designation in the KKPR application requirement document and the designation of space pattern in the Spatial Plan. To find out the effectiveness and parties involved in the implementation of KKPR as well as the causes, constraints, impacts, and solutions to these obstacles, a descriptive qualitative research was conducted with a spatial approach that emphasizes the condition of space, as a place to accommodate human activities in utilizing the biosphere. The problem description was obtained by overlaying sample data of Location Determination (PL); Batam, Bintan and Karimun Spatial Plan (RTRK BBK); Detailed Spatial Plan (RDTR); and satellite images. Overlapping designations between some PL samples against RTRK BBK, RDTR, and uses based on land cover were found. The principle of flexibility is needed to maintain the stability of space utilization permits so that the implementation of KKPR is carried out through the mechanism of (Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang) (PKKPR).
