Abstract

The transformation of land services from analog to digital is carried out on land documents for the implementation of land administration in the modern era. At the present time land digitalization activities need to be integrated with electronic-based applications to make it easier for the Ministry of Agrarian Affairs/BPN to realize online services to accelerate land office activities so that they can be completed efficiently and effectively. For the past several years, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency has implemented the Complete Systematic Land Registration (PTSL) program. In practice, PTSL activities are grouped into 4 (four) different clusters, namely Cluster 1 (K1), Cluster 2 (K2), Cluster 3 (K3), and Cluster 4 (K4). The focus in this study is the digitization of land parcel data to improve the quality of cluster 4 (K4) land parcel data using mixed research methods, namely qualitative and quantitative approaches. The research results are described as follows: 1) Prior to the increase, the initial conditions of land plot data in the village Braja Emas has 598 plots of land mapped and as many as 1048 plots of land belonging to the KW, 4, KW5, KW6 classes. 2) The stages of improving the quality of K4 data at the East Lampung Regency land office are by uploading textual and spatial data at the KKP. 3) Service activities of the Land Office towards a Complete City Declaration have been realized, the progress of completion of K4 has been successfully improved.
