Abstract

Access to village treasury land is included in the agrarian reform which is the government's effort to provide access to use and utilize village treasury land by empowering the community to improve community welfare and administering village government, in this study what is meant by the community is the poor or disadvantaged communities as stated in the Decree. Minister of Social Affairs of the Republic of Indonesia Number 146/HUK/2013. This study aims to identify access for vulnerable groups of people to be able to reach village land after the Regulation of the Governor of the Special Region of Yogyakarta Number 34 of 2017 and find out the relationship between local government, village government and village communities regarding how access to village treasury land can be allocated to vulnerable groups in the Village. Potorono Village, Tirtonirmolo Village, and Sriharjo Village. This study uses a qualitative method with a descriptive approach. The results show that only 1 out of 3 villages, namely Kalurahan Sriharjo, shows that the village can be orderly in managing village treasury land including its allocation for the poor/poor people, both from the village government and the people in the village and all three have empowered the poor/poor poor people with the skills they have in managing village treasury land.
