Abstract

The purpose of this research is to gain an understanding of the reasons behind the low amount of registered land prior to the implementation of land redistribution program and the execution of the program itself in Ujunggagak Village, Kampung Laut Subdistrict, one of the regions in Indonesia experiencing agrarian conflicts due to unclear land ownership status. This study employs a quantitative approach to collect data through survey methods and subsequently analyzes the data using a qualitative descriptive approach. In other words, this research combines both quantitative and qualitative approaches in its process. Data is acquired through survey methods and then analyzed using a qualitative descriptive approach with the aim of providing a more comprehensive understanding of the phenomenon being studied. The process of data collection is carried out through the implementation of questionnaires and structured interviews with relevant respondents, as well as through the analysis of related document studies. This research yields a comprehensive understanding of the conditions before and during the implementation of land redistribution programs in Ujunggagak Village. This study is in accordance with the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Regulation (Permen ATR/Ka.BPN) No. 12 of 2021, which emphasizes the importance of technical considerations in the process of land rights applications. The aspects emphasized in this regulation include land control, ownership, usage, and land utilization. Keywords: Reclaimed Land, Registered Land Parcel, Land Redistribution
