Abstract

Agrarian Reform is a significant agenda of the Ministry of Agrarian and Spatial Planning/National Land Agency mandated by People's Consultative Assembly Decree IX/MPR/2001 concerning agrarian reform and natural resource management. Referring to Article 2 of People's Consultative Assembly Decree IX/MPR/2001, two fundamental aspects of Agrarian Reform can be identified: ownership and control (land reform), which are implemented through asset arrangement in the form of asset legalization. The second aspect involves land use and utilization through access arrangement activities. The implementation of asset arrangement activities has been vigorously carried out up to the present. However, on the other hand, the implementation of access handling activities has not been fully maximized. Sidamukti Village, Patimuan District, Cilacap Regency, has been designated as the location for the implementation of Agrarian Reform Access Handling activities by the Cilacap Regency Land Office in 2022, following the previous asset arrangement activities conducted through the PTSL (Land Registration Program) in 2021. Research on Post-Asset Legalization Access Handling in Sidamukti Village, Patimuan District, Cilacap Regency, is conducted to understand how the implementation of Agrarian Reform Access Handling activities by the Cilacap Regency Land Office in Sidamukti Village, to determine the relationship between the implementation of Agrarian Reform Access Handling activities and the utilization of land certificates after asset legalization, and to ascertain the relationship between the level of knowledge of information and production technology of the community related to entrepreneurship with the utilization of land certificates after asset legalization. The research is conducted using a mixed-methods approach. The results of this research indicate that the implementation of Agrarian Reform Access Handling has been carried out in accordance with the technical guidelines of Agrarian Reform Access Handling in 2022. There is a correlation between the implementation of Agrarian Reform Access Handling and the motivation of the community in utilizing land certificates. Furthermore, there is a correlation between the level of knowledge of information and production technology of the community related to entrepreneurship and the utilization of land certificates after asset legalization.
