Abstract
The international organization, the United Nations, advocates for the achievement of the Sustainable Development Goals (SDGs), with a significant objective being the eradication of hunger or zero hunger. To accomplish this goal, it is essential to enhance national food security by safeguarding agricultural land. To address this concern, the government enacted Law No. 41/2009 on the Protection of Agricultural Land for Sustainable Food. Nevertheless, despite the implementation of this regulation, the conversion of agricultural land in Indonesia continues on a large scale. Consequently, the government issued additional regulations to control the conversion of paddy fields, designating them as Protected Paddy Fields.The time gap between the initiation of Land Use Planning for Sustainable Food LSD in 2019 and its implementation at the end of 2021 has led to unsynchronized policy enforcement with the existing situation. The lack of compatibility between LSD and the current circumstances will inevitably impact land services and licensing services, particularly those focused on paddy fields. Against this backdrop, the objectives of this research are: (1) to determine the presence of paddy fields on the LSD map compared to the existing paddy fields; (2) to assess the influence of LSD implementation on land services and licensing services; and (3) to identify the strategies implemented by relevant agencies to address the repercussions of LSD implementation. The research employs a descriptive method with a spatial approach to assess the alignment of the LSD map with the actual condition of paddy fields. Additionally, a normative juridical approach is utilized to analyze the policy implementation in light of the applicable regulations. Geographically, the focus of this research is on the West Sleman Region, while the discussion of problems and implementation strategies of the LSD Policy pertains to the scope of Sleman Regency. Based on the research findings, it was determined that there are 849.56 hectares of paddy fields in West Sleman that do not align with LSD, and 334.28 hectares of paddy fields that can be designated as part of LP2B (Land Use Planning for Sustainable Food). This mismatch has consequences on land services, as landowners are unable to change the land use or subdivide the parcels if their land is included in LSD. Furthermore, the LSD policy has an impact on the processing time for applications related to LSD within the licensing services. Additionally, there are differences in the mechanism for providing recommendations between the applicable regulations and its implementation in Sleman Regency. The strategies implemented by the Sleman Regency Government to address the issues caused by LSD mismatches include: (1) conducting actual verification of non-conforming LSD settlements; (2) assessing applications that fall under LSD; and(3) synchronizing LSD with LP2B.
