Abstract

Complete City is a manifestation of valid data quality with a database of all Complete Village, validity both spatially there are no gaps and overlaps and juridically means that all land documents uploaded to the KKP system are built to provide electronic-based excellent service. Surabaya City Land Office I seeks to realize a Complete City in 2023 by improving the quality of KW 4-6 data and solving problems on the KKP registration map. The purpose of this reseacrh is to determine the conditions, causes, and strategies to realize the quality of spatial data valid without gaps and overlaps. The research method was carried out qualitatively description with data acquisition carried out through interviews, observations, and document studies of literature reviews and technical guidelines issued by the Ministry of ATR / BPN. The analysis was carried out qualitatively description. The results showed that the condition of spatial data quality of KKP Ketintang Village is quite good but there are still anomalies such as overlap, gap, misplace, wide difference, and changes in village names that must be resolved. The contributing factors include computerized system factors, human error, and differences in measurement time, as well as mapping problems. Three strategies that can be implemented such as spatial strategy with Block Adjustment, legal strategy with a land registration program, and institutional strategy by building capacity human resources in the direction of changing the orientation of land parcel mapping.
