Abstract

This study aims to determine the suitability of Protected Rice Fields with land use, factors that cause land use conversion, and determine strategies in controlling agricultural land conversion through LSD policies in Kaliwates District, Jember Regency. The study was conducted in Kaliwates District, Jember Regency, East Java. The data sources used in this study are primary data and secondary data. Mixed research methods with data collection techniques in this study using interview, observation, and document review techniques. Interviews were conducted using purposive sampling techniques to a group who were considered to understand and know information related to the research topic. Observations were made by surveying land use to LSD locations in Kaliwates District. Document review was carried out in the analysis of factors causing land use change and analysis of LSD suitability maps with land use in Kaliwates District. The results showed that there were 73.44% conformity area, 26.57% nonconformity area, 72.72% conformity area, and 27.28% nonconformity area. Factors of population density, LSD area, and land production simultaneously affect the occurrence of rice field conversion with a significance of 0.025. LSD area and land production partially affect land use change with significance of 0.016 and 0.012. While the population density factor partially did not affect the occurrence of agricultural land conversion with a significance of 0.41. The direction of the agricultural land conversion control strategy in Kaliwates District can be classified into aspects of agricultural land conversion control instruments and aspects of implementing agricultural land conversion agencies.
