Abstract

The mandate of the Right of Control from the state given to local governments in the form of natural resource management is used to ensure the greatest prosperity of people. One of the stages in managing Regional Assets is securing government assets, particularly land, through land certification in the name of the local government. The Jember Regency Government, in collaboration with the Jember Regency Land Office, collaboratively certifies local government assets as part of safeguarding these assets. The objective of this research is to understand the strategies, challenges, and solutions employed by land offices and local governments to enhance the certification of local government assets. This study employed a qualitative method with a descriptive approach through interviews and documentation studies. The qualitative data utilized in this study were derived from interviews and document analysis regarding the strategies, challenges, and solutions related to the implementation of local government asset certification in Jember Regency, considering the aspects of Man, Machine, Material, Money, and Method. The research findings highlight management issues in the asset certification process, such as limited human resources within relevant institutions, incomplete certification application requirements, and challenges related to the subject of asset certification applications. Solutions implemented to address these issues include the addition of administrative personnel, designating task performers to specific positions, categorizing asset certification applications, and enhancing communication and coordination between asset management institutions and land offices to streamline the asset certification process.
