Abstract

Agrarian reform is the process of restructuring the legal relationships between communities and natural resources, particularly land, to establish an equitable ownership system. The Agrarian Law (UUPA) serves as the legal foundation for agrarian reform, emphasizing social justice, community participation, and the respect for human rights. Agrarian reform encompasses asset legalization, land redistribution, and the enhancement of access through infrastructure, education, and markets. Despite facing challenges such as land conflicts and limited community involvement, agrarian reform can contribute to rural economic development. The implementation of reform access includes support for micro, small, and mediumsized enterprises (MSMEs), improved education and healthcare, as well as sustainable natural resource management. Reform access can also help alleviate poverty and social inequality in rural areas. In the context of Sumberrahayu Village, both physical and non-physical potentials serve as the foundation for economic and tourism development, employing a comprehensive and sustainable reform access approach. This thesis examines the prospects of developing reform access as a strategic step to enhance community income in the Sumberrahayu Village area. This research focuses on utilizing the physical and non-physical potentials of the village to drive local economic growth through efforts to improve accessibility. Qualitative methods using a descriptive data approach were employed, including field surveys and interviews with stakeholders. The research findings indicate that the development of reform access can play a crucial role in enhancing the village's economic potential by leveraging existing physical and non-physical assets. Relevant policy implications are outlined as guidelines for formulating sustainable regional development strategies.
