Abstract

The object of this study is a parcel of land in the Lakarsantri Village manage by PT. Bumi Serpong Damai which is currently placed in the monitoring phase of potentially abandoned land by Kantor Pertanahan Kota Surabaya 1, given the right in 2013. The existing usage of this land parcel is agricultural, while according to the granted rights is residential. Therefore, this land parcel falls under the category of land parcels in the monitoring phase of potentially abandoned land. This research will conduct an analysis of the Highest and Best Use (HBU) of the research object to compare the land use resulting from the HBU analysis with the land use at the time of granting rights. Several aspects used in the HBU analysis include physical feasibility, legal or regulatory aspects, financial aspects, and maximum productivity aspects, including Net Present Value (NPV) and Payback Period (PP) calculations. The method used in this research is a qualitative method with comparative descriptive data analysis techniques. Based on the analysis conducted, the best development for the research object is a restaurant with an NPV value of Rp10,464,175,200. From the results of the HBU analysis, differences are found between the results of the land use from the HBU analysis and the land use at the time of granting rights.
