Abstract

The Agrarian Reform Program in Indonesia aims to improve people's welfare through asset arrangement and access handling. This study aims to determine the empowerment strategy for coastal communities in realizing community welfare in Cot Darat Village, Samatiga District, West Aceh. This study uses a qualitative descriptive method with primary and secondary data. The results of the study show that the empowerment strategy for coastal communities in Cot Darat Village through the construction of ponds and the submission of seeds and feed, as well as the obstacles faced in this program, include the lack of coordination between parties, inflexible aid funds, inappropriate pond designs, and lack of qualified human resources. The proposed solutions include program evaluation and improvement, human resource development, and community involvement in the management of fish ponds. The positive impacts of this program include improving the health of the community in Cot Darat Village, increasing the spirit of gotong royong and cooperation among residents in the process of making fish ponds, and improving the standard of living of the community (expected). The suggestions given include open and effective communication, mapping village needs and potential, ongoing socialization and education, a participatory and community empowerment approach, building trust and cooperation, human resource development, increased cooperation, technology utilization, and community empowerment for human resource development in accordance with the potential of Cot Darat Village.
