Abstract

SPBE is an implementation carried out by the government in order to apply information and communication technology with the aim of obtaining services to SPBE users. In SPBE there are 4 domains that need to be considered to increase the value of SPBE, namely SPBE policy, SPBE governance, strategic planning, SPBE management, and SPBE services. This research aims to determine the strategy for increasing the SPBE index value in the ATR/BPN ministry in 2023. The research method used a qualitative descriptive approach with an interview method using SWOT to analyze the result. The results of this research show strategies such as maximizing human resources, strengthening and completing regulations, increasing budget funds, maximizing data security, providing infrastructure, carrying out routine and periodic coordination, creating archive banks, synergizing between internal and external teams, and optimizing independent evaluation. From this strategy, the Ministry of ATR/BPN can consider Strengths, Weaknesses, Threats and Opportunities in determining future SPBE strategy steps.
