Abstract

The government has designated Protected Rice Fields (LSD) in order to fulfill and maintain the availability of rice fields to support national food needs and to control the increasingly rapid conversion of rice fields. The determination of LSD where problems arise in the form of non-compliance with the Spatial Planning (RTR) has impacts in various fields. For this reason, there is a need for harmonization between policies in maintaining rice fields for food security and ease of doing business in order to maintain a conducive investment climate. The LSD and RTR policies have an influence on the issuance of KKPR (Conformity of Space Utilization Activities). Therefore, it is necessary to know the impact of LSD and RTR discrepancies on current KKPR services in order to achieve a balance between LSD and spatial planning and to find out the impact of not agreeing on the factual verification of LSD changes in the implementation of the Technical Guidelines for Resolving LSD Nonconformities. This research aims to determine the level of conformity of LSD with RTRW, the impact of LSD and RTRW nonconformity on KKPR services, and provide solutions in efforts to resolve the impact of LSD and RTRW discrepancies on KKPR services. The research method used is a mixed method, the research strategy used is concurrent triangulation, while the data validation method uses source triangulation. The data collection techniques used were satellite image interpretation, observation, interviews and document study. The data analysis technique used is quantitative descriptive analysis with a spatial approach, comparative analysis and descriptive analysis. The research results obtained were that the suitability of LSD for RTRW in Karanganyar Regency was 14449.04 ha or 66.63%, while the non-conformity area was 7237.15 ha or 33.37%. The suitability of LSD with the use of existing rice fields in Matesih District is 1092.83 ha or 95.62%, while those that are not suitable are 50.04 ha or 4.38%. Factors causing the discrepancy between the LSD and the RTRW are the lack of synchronization between regulations, the stages of determining the LSD have not been carried out properly, and the interests of local governments have not been properly accommodated. The impact of the LSD and RTRW discrepancies on KKPR services is that there are differences in the LSD clauses regarding Land Technical Considerations (PTP) which are included in the LSD. PTP in 2022-2024 is 1377, of which LSD is 627 or 45.5%. There is no real impact on agriculture and development, because there is no agreement regarding factual verification of LSD changes in Karanganyar Regency. PKKPR which is included in LSD will still be published without the LSD entry clause. For the 2024 PKKPR, the LSD clause is included. The solution to the disagreement is to evaluate the LSD change verification requirements, so that it can accommodate all public interests. If a revision of the LSD determination process has been carried out, for local governments that do not implement the LSD policy, the forcing clause can take the form of administrative sanctions or other forms. The solution to the agricultural and development sectors is to immediately carry out an agreement on factual verification of changes to the LSD. Recommendations for resolving LSD discrepancies include evaluation of the LSD determination process, uniformity of LSD clauses in the PKKPR, regulation of the distribution of authority for recommendations for land use changes included in LSD, and provision of incentives that must be clear.
