Abstract

Land procurement is one way of providing land for development in the public interest. Development for the public interest requires land whose procurement is carried out following the 1945 Constitution of the Republic of Indonesia and national land law, including the principles of humanity, justice, benefit, welfare following national and state values. In Buleleng Regency, there is the construction of the Danu Kerthi Dam as a national strategic project aimed at improving community welfare and regional development. Even though the inauguration of the Danu Kerthi Dam by the government will be held in 2023, there are questions about exploring more deeply the amount of the compensation money, the use of the compensation money and the impact on the entitled parties. This is important to ensure that land for the Danu Kerthi Dam is acquired for public use following the principles of justice and welfare. The objectives of this research are (1) to determine the amount of compensation received by the party entitled to the land acquisition object for the Danu Kerthi Dam. (2) find out the use of the amount of compensation money received by the parties entitled to the Danu Kerthi Dam object. (3) To determine the impact of the use of compensation money on the welfare of parties entitled to the Danu Kerthi Dam object. The research method used is a qualitative descriptive research method. Descriptives in this research were used to analyze primary data with an economic approach using aspects of welfare issued by the Central Statistics Agency in 2023. Primary data was obtained from interviews with 18 samples of informants from entitled parties, and secondary data was obtained from the Buleleng Regency Land Office, Website of the Central Statistics Agency and the Sawan Village Office. Data analysis uses qualitative analysis by collecting data, abstracting data and drawing conclusions The results and analysis of this research are (1) Compensation is given in accordance with the assessment team's assessment by taking into account losses to land, buildings and plants. The largest amount of compensation was in Sawan Village with the amount of compensation amounting to IDR 3,943,405,779 in the name of Mr. I Ketut Asta Sidi Rai and the smallest amounting to IDR 28,780,569 in the name of Mr. Gede Kaya. (2) The use of the amount of compensation money by farmers, entrepreneurs and employees has shown a productive trend, namely buying back cultivated land, creating new businesses, investing in land, and houses, building boarding houses, repairing houses, deposits for school children and others. (3) The welfare condition of the entitled parties after the use of compensation money can be seen from their ability to fulfill all living facilities such as health facilities and nutritious food, educational facilities, business and income as well as employment, increased levels of consumption and fulfilled by increased income, housing. comfort, as well as success in meeting basic needs such as rice and side dishes. This research concludes that the construction of the Danu Kerthi Dam has provided the principle of justice and has had an impact on good welfare conditions for the entitled parties.
