Abstract

Regarding land acquisition for the public interest, Article 2 of Government Regulation (PP) No.19 of 2021 jo. Article 123 of Law (UU) No.11 of 2020 concerning Amendments to the provisions in Law Number 2 of 20l2 concerning Land Acquisition for Development for the Public Interest, explains the development that is allowed in the process of land acquisition for the public interest, one of which is airport infrastructure. Based on the background in the introduction above, the questions that will be asked in this study are: (1) What is the mechanism for implementing Land Acquisition for the public interest of the extension of the runway of Rendani Airport; (2) What problems occurred during the Land Acquisition process; (3) What are the solutions taken by the Government to solve these problems. The research method used by the author is qualitative with a descriptive approach. This research was carried out in Manokwari City, especially in Sowi Village, South Manokwari District, West Papua. Based on the results of the research, problems that arise in the implementation of land acquisition for the extension of the runway of Rendani Manokwari Airport include the lack of intensive and detailed data collection at the planning stage, public consultation and re-public consultation, rejection of land acquisition, refusal of compensation by the community and difficulties in collecting land rights and ownership. The policy carried out by the local government in resolving this problem is by holding deliberations between the government and customary law communities that are in dispute with those mediated by the MRP (Papuan People's Assembly) and stipulating the provision of compensation/compensation to the customary law community that owns the customary land.
