Abstract

In Indonesia, land information is not easily accessible, especially detailed land information within village or sub-district administrations. This information should be available through village land administration services. However, in reality, these services are not yet in place, leading to limited availability of village land information. This research aims to design an information system application to help village governments organise land administration properly, ensuring that land services and information are effectively provided The research method used is Research and Development (R&D) with a prototyping approach. Data collection techniques include interviews, observations, and questionnaires. Data analysis is carried out using qualitative and quantitative methods with a descriptive approach. Questionnaires were distributed and processed based on the End User Computing Satisfaction (EUCS) method and the Importance-Performance Analysis (IPA) method to 100 respondents. Before widespread distribution, the researchers conducted validity and reliability tests on the questionnaire with a sample of 17 respondents. The research indicates that the application development process comprises several stages, namely: (1) Needs Analysis; (2) Prototype Design; (3) Prototype Implementation; (4) Functionality Testing; and (5) Application Evaluation (including user satisfaction evaluation and application implementation testing in achieving orderly village land administration). The application planning involves needs analysis and prototype design. The application design is illustrated through Unified Modelling Language (UML) modelling and the application's user interface. Functionality testing shows that all application features work well. The evaluation based on EUCS and IPA shows that: (1) Users are generally satisfied with the application's performance, although minor improvements are needed; and (2) Application is capable of achieving orderly village land administration, meeting user expectations. Detailed evaluation results for each assessment factor are mapped and analysed based on the IPA quadrant.
