Abstract

Land registration in Indonesia, which is carried out systematically and sporadically, has not been able to realize the registration of all land plots. This is because there are still problems with land plots that have not been registered and land plots that are registered both within the scope of villages/sub-districts to districts/cities so that only a few cities/districts are able to achieve the declaration of "Complete City/Regency". Badung Regency is the first district that is able to realize a "Complete Regency" in Indonesia through activities to improve the quality of land plots in each village/sub-district. The purpose of this study is to find out the strategies, obstacles and solutions that exist in improving the quality of land parcel data carried out by the Badung Regency Land Office in achieving the Complete Regency declaration. The research method used is qualitative with a descriptive approach. This method was taken with the aim of describing the implementation strategy for the implementation of data quality improvement in the development of "Complete Regency" at the Badung Regency Land Office. Data collection is carried out through interviews and document studies The results of this study reveal that the strategies implemented by the Badung Regency Land Office in the context of building a "Complete Regency" include optimizing human resources, using equipment with adequate specifications, systematic and structured planning, and the majority of archives are in good condition because archive maintenance is optimally managed. However, there are several obstacles faced in its implementation. Some of them are other urgent activities, lack of socialization with villages/sub-districts, limited budget for field checks, repair problems and errors in the KKP server, regulations that change frequently, difficulties in mapping, and loss of land archives. To overcome these obstacles, steps are taken such as human resource management, approach and coordination with village/sub-district officials, the use of office transportation facilities, offline work during server repairs, inventory and recording of personal problems, improvement of data quality in the village, as well as tracing related archives and field checks.
