Abstract

The massive conversion of agricultural land has caused a food crisis in Indonesia. Even though the government has made the LP2B policy, it is still ineffective because many regional governments have not ratified LP2B, so the government has implemented an LSD policy. However, in the implementation of this policy, there is a problem of unsynchronization between the LSD Map and the RTRW Map. This causes many investors to be hampered in obtaining business permits. This research uses mixed research methods that combine two approaches, namely quantitative and qualitative. The mixed method in this research uses a mixed method sequential explanatory research model because the research begins with quantitative analysis and continues with qualitative analysis. The incompatibility between LSD and RTRW has an impact on the business permit process, which has implications for the value of lost investment opportunities amounting to IDR 1,217,441,253,184.00. The regression results show a close relationship between the extent of the mismatch and the value of lost investment opportunities. In response to this problem, the government does not have a specific strategy but still relies on technical guidelines for resolving non-compliance problems and continues to coordinate between agencies. The government should socialize RTRW with the community, investors, and developers so that they know that RTRW can be accessed by all people in Indonesia. Accelerate the revision of the 2013–2033 RTRW to become the 2023–2043 RTRW, which includes LP2B, then synchronize LP2B with LSD so that the two nomenclature data are the same and there are no differences in determining business permits.
