Abstract

Digital transformation at the Ministry of Agrarian and Spatial Planning is currently being intensively carried out through media transfer activities for the preparation of electronic certificate data. The strategic step of Ministry of Agrarian and Spatial Planning to accelerate media transfer activities by appointing Badung Regency Land Office as a pilot project for the issuance of electronic documents, but in the implementation of media transfer, obstacles were encountered so that there was an imbalance in the achievement of media transfer of land books and survey letters. The purpose of this research is to describe the preparation of strategies, obstacles and solutions in the implementation of media transfer. The research method used is qualitative, which is a research method used to describe strategies and obstacles to activities to provide solutions to complete activities. Furthermore, data collection techniques through interviews with purposive sampling method and document studies. The data sources used were primary data from interviews and secondary data from document studies. Data analysis used uses data triangulation through data reduction, data presentation and conclusion drawing. The results of the research show the strategies taken for media transfer activities with flow making, infrastructure regulation, human resource management and evaluation and policy. Obstacles to media transfer activities consist of Pre Electronic Land Book and Pre Electronic Survey Letters which are caused by 4 aspects, among them media transfer flow, data quality, human resources and applications. The solution to overcome obstacles is to create new flows that make human resources more efficient. This study concludes that the strategy implemented by Badung Regency Land Office in media transfer activities has succeeded in overcoming inequality and led Badung Regency Land Office to achieve 17th national ranking on the digital transformation dashboard.
