Abstract

Assets encompass economically valuable items, both fixed, such as land and buildings, and non-fixed. Asset management ensures their efficient use. Kayong Utara Regency requires effective asset management to maximize the potential of its land assets. This research utilizes WebGIS for asset management by collecting, analyzing, and geographically visualizing the data. The research employs the Research and Development (R&D) method to produce a new product, webGIS SI_PAKU. R&D aims to create a specific product by bridging basic and applied research. Additionally, an experimental approach through action research is used to solve problems concretely through continuous action-research cycles. The research findings indicate that: (1) Land asset management in Kayong Utara Regency currently relies on applications such as Microsoft Word and Excel. Land overlaps and disputes slow down the certification process. The use of webGIS can enhance asset management efficiency. Textual data for webGIS mapping includes information from government agencies, area, address according to the certificate, certificate number, designation, and coordinates. Additional data, such as land plot overlay with spatial plans (RTRW/RDTR), is also necessary for further analysis. The data users include the Regional Secretary, Public Works and Spatial Planning Agency (PUPR), and the Kayong Utara Land Office; (2) The information system design begins with several stages: (a) creating a database using hardware and software, (b) designing the information system with UML models such as use case and activity diagrams, (c) using Condinigter 3 for the information system programming structure, which includes model, controller, and view; (3) The information system is tested for its algorithms and functionality using white box and black box testing methods, and its usability is rated as excellent, ensuring quality standards are met.
