Abstract

Community Land Empowerment (PTM) or Agrarian Reform Access Handling is a program organized in order to create community prosperity and welfare. In addition to meeting the objectives of agrarian reform, PTM is also designed to help achieve sustainable development goals through issues that are in line with the Sustainable Development Goals (SDGs) indicators. This research seeks to uncover the potential of PTM to support SDGs in the implementation of access arrangements in Purwabakti Tourism Village. The method used in this research is qualitative case study type and descriptive approach with data obtained from interviews, observations, and document studies. Qualitative analysis in this research is in the form of SWOT analysis, and fishbone diagram analysis. In relation to the five conditions of the SDGs, Purwabakti Village was identified as facing problems in the form of a recorded poor population of 44.39%, a small number of land certificate ownership, road accessibility and transportation that still need improvement, lack of educational facilities, the need for farming business support in the development of POC, the high cost of fertilizers, and the lack of community education as a workforce. PTM activities by the BPN Bogor I Purwabakti Village are divided into tourism village development activities access arrangement by determining the empowerment model in the form of an integrated agricultural system with an action plan to collaborate with 9 institutions / agencies through 18 program plans. Meanwhile, the empowerment strategy used is the gotong royong development strategy with efforts to encourage community independence through its agricultural potential and umkm businesses. Overall, the PTM program implemented in Purwabakti Village is not fully relevant and leads to the SDGs goals. The findings in this study show that the NCD program in Purwabakti Village has relevance to SDGs goal (17): partnerships for the goals and SDGs (1): no poverty. Meanwhile, the PTM program in Purwabakti Village is not yet relevant to SDGs goal (2): zero hunger; SDGs (5): gender equality; and SDGs (8): decent work and economic growth.
