Abstract

The Ministry of ATR/BPN continues to strive to provide strategies to accelerate land registration, one of which is by carrying out the Integrated PTSL concept in 2023 which is different from PTSL in previous years in the measurement and mapping mechanism. This concept is a strategy in the form of changing mindsets which is then outlined in a policy in the form of Complete Systematic Land Registration Technical Instructions Number 3/Juknis-HK.02/III/2023 as a guide for the Land Office in implementing PTSL. Requirements for technical standards, institutions and forms of community participation in Juknis, if they collide with implementation in the field, do not rule out the possibility that they will cause problems in implementation, one of which is at the Tangerang Regency Land Office. Therefore, this research aims to examine the implementation of Integrated PTSL at the Tangerang Regency Land Office, its problems and solutions, and determine its relevance to the 2023 PTSL Technical Guidelines. The research method used in this research is a qualitative research method with a descriptive approach to describe the implementation of Integrated PTSL 2023 at the Tangerang Regency Land Office. The primary data and secondary data used came from the Tangerang Regency Land Office obtained from interviews and document studies. The samples in the interview activities carried out were implementers of the 2023 Integrated PTSL activities at the Tangerang Regency Land Office. The results of this research are that in general the implementation of Integrated PTSL 2023 at the Tangerang Regency Land Office refers to the Juknis that have been established, namely PTSL Technical Instructions Number 3/Juknis-HK/02/III/2023 based on research findings in the implementation of the activity stages and technical standards. Apart from that, problems were found, especially at the physical data collection stage related to preparing work maps and determining boundary marks. Then, there are 52 activities as comparative indicators, 47 activities are in accordance and 5 activities are partially in accordance with the 2023 PTSL Technical Guidelines. However, these 5 activities are not an obstacle in implementing Integrated PTSL at the Tangerang Regency Land Office. The existence of technical updates in the implementation of PTSL 2023 is considered to be very helpful for the adjudication committee of the Tangerang Regency Land Office in completing the PTSL target which is assisted by the innovation of accelerating PTSL completion, namely the PTSL Clinic. This is proven by the Tangerang Regency Land Office which was able to complete its target 100% by optimizing the PTSL target twice. Keywords: Relevance, Integrated PTSL, Technical Instructions
