Abstract
The strategy for accelerating land registration in Indonesia through the Complete Systematic Land Registration (PTSL) program aims to map 126 million land parcels by 2025. PTSL utilizes aerial photographs from UAV/drones to improve the quality of land administration and expedite land registration, following the Fit For Purpose Land Administration (FFP-LA) concept introduced by the International Federation of Surveyors (FIG). This concept emphasizes the use of appropriate technology that aligns with the characteristics and objectives of a country's land administration. In 2023, Purbalingga Regency used aerial photographs for mapping land boundaries, based on community empowerment and photogrammetry methods. This study evaluates the quality of aerial photo data, its utilization, the implementation of the FFP-LA concept, and the issues and solutions in its use in PTSL Purbalingga. This research employs a descriptive method with a qualitative approach to accurately depict the conditions or phenomena studied at the Land Office of Purbalingga Regency. The focus includes the quality, methods, implementation of the Fit For Purpose Land Administration (FFP-LA) concept, and the issues related to the utilization of aerial photos. Data analysis was performed using a fishbone diagram to evaluate the causes and sub-causes of problems, along with the FFP-LA concept approach. The findings of this research are: (1) The quality of aerial photos in the 2023 PTSL program in Purbalingga Regency is not fully satisfactory, with issues such as non-orthogonal, wavy photos, and incomplete coverage of village/kelurahan areas due to uneven distribution of ICP points; (2) The utilization of aerial photos is not optimal, as work maps derived from aerial photos are not fully used in the collection of physical land parcel data; (3) The implementation of the Fit For Purpose Land Administration (FFP-LA) concept is not fully realized, particularly in the collection of land parcel boundaries, due to the absence of specific regulations; (4) The issues in utilizing aerial photos are classified into 4M: Man, Machine, Method, and Material.
