Abstract

In Indonesia, business actors often experience general investment problems which include licensing, land acquisition, and regulations or policies. Quoted from (Bernika, 2023) The government then issued Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services (PP No. 24 of 2018) in order to improve licensing through the OSS (Online Single Submission) system, which was then refined in the form of a Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing (hereinafter referred to as PP No. 5 of 2021). Based on the information obtained, Sidoarjo Regency itself has implemented an OSS system in the implementation of Conformity of Space Utilization Activities (KKPR) licensing services for business activities. However, in its implementation there are still several problems that occur, both at land agencies and at agencies involved in implementing the KKPR. The aim of this research is to analyze the effectiveness and problems faced in implementing KKPR licensing services through the OSS application in Sidoarjo Regency. The research method used for this research is a qualitative method with a descriptive approach. Data collected through interviews, observations and document studies will be presented in the form of narratives and images. The data produced is in the form of secondary data and primary data, where secondary data is produced from documents in the office or related agency. Meanwhile, secondary data is generated from interviews and observations. The results of the research show that: (1) There is an increase in space utilization licensing services through the OSS system. The OSS system is able to speed up and simplify the licensing process; (2) Implementation of PKKPR in Sidoarjo Regency involves good collaboration and cooperation between agencies. (3) There are obstacles in implementing the space utilization permit, namely technical obstacles in the OSS system, lack of coordination between agencies, inadequate human resources, delays in preparing the RDTR, and non-compliance with the RTRW. The solution that can be provided is by accelerating the preparation and integration of the RDTR, increasing coordination and data synchronization, more effective socialization, regularly revising the RTRW.
