Abstract

This study identifies various issues in the implementation of the Complete Systematic Land Registration (PTSL) Program in 2019 in Temanggung Regency. The program faced several challenges, including the falsification of power of attorney documents, delays in certificate issuance, and discrepancies between the actual outcomes and targets. The aim of this research is to identify problems in the implementation of the 2019 Complete Systematic Land Registration Program (PTSL) in Temanggung Regency. The research uses a sequential mixed methods approach, with qualitative data as the primary source supported by quantitative data. The findings reveal that the main issues include a lack of public understanding of the importance of land certification, insufficient regulation of pre-PTSL costs, and a shortage of human resources and infrastructure. Additionally, outstanding land tax debts were identified as a hindrance. Although the public satisfaction index for the 2019 PTSL implementation was 80.625 (categorized as good), improvements are needed to achieve an "A" service quality rating, which requires a minimum index of 88.31. The study concludes that the problems in the PTSL implementation are caused by both internal and external factors, and therefore, performance improvements should focus on enhancing the procedures and mechanisms of the 2019 PTSL implementation to achieve optimal results.
