Abstract

This research is motivated by the Sustainable Development Goals (SDGs), particularly in reducing social-economic disparities (Goal 10) through the optimization of local potential. Central Java, through the tourism sector, has shown significant potential in supporting the local economy. In 2019, the tourism sector contributed IDR 43,669.80 billion to Central Java's Gross Regional Domestic Product (GRDP), and the local government has supported the development of tourist villages by allocating budgets, such as in Klaten Regency and Janti Village. Janti Park in Janti Village, Polanharjo District, Klaten Regency, has physically undergone a land use change. However, this land use change has not yet received formal recognition from the relevant authorities. The land use change is based solely on a joint decision made by the village government, Village Consultative Body (BPD), community leaders, and residents through a deliberation process. This study aims to examine the mechanisms, issues, and impacts of the conversion of village land into the Janti Park tourist area. The research uses a descriptive qualitative method with a focus on the natural context and complexity of the subjects. The data used include primary data collected through interviews and observations, as well as secondary data gathered through literature review. The sampling technique for informants is purposive sampling, which targets specific individuals, with a total of 7 informants. The research findings indicate that the mechanism for land conversion is based solely on a consensus reached in the village deliberation and has not involved a formal application to the relevant authorities. The issues faced include lack of moral support from the local government, limited infrastructure, financial constraints, and insufficient understanding of licensing regulations by the village government. The positive impacts of this land conversion include an increase in Janti Park's revenue from IDR 317 million in 2021 to IDR 3.8 billion in 2023, a rise in Local Revenue (PAD) contribution from 25% in 2021 to 30% in 2022-2023, an increase in tourist visits and local job opportunities, and improved road access. The negative impacts include environmental pollution from tourism waste, reduction in agricultural land in Janti Village, and increased traffic congestion and noise during holidays or long weekends. The conclusion of this research is that the land conversion aligns with SDG Goal 10, which aims to reduce social-economic disparities through the optimization of local potential. However, challenges in environmental management and permit issuance still require further attention to achieve sustainable development. Keywords: Land Use Change, Tourism, Sustainable Development.
