Abstract

The Complete Systematic Land Registration (PTSL) program aims to speed up the completion of land registration in Indonesia. Every year the implementation of PTSL experiences improvements according to the evaluation of the previous year's PTSL implementation as stated in the technical guidelines. PTSL 2023 carries an integrated concept that not only aims to achieve the target of Certificate of Ownership Rights (SHAT), but also improves data quality. However, in the implementation of the integrated PTSL in 2023 there are obstacles related to the K4.2 land parcel, namely the K4 land parcel (KW4-KW6) which cannot be mapped on the registration map. If there is a K4.2 problem at the Blora Regency Land Office, analysis is needed which aims to: a) explore ways of identification output K4.2; b) examine the typology of K4.2 problems; and c) identify potential solutions that can be applied to overcome K4.2 problems. The method used in this research is a qualitative approach with a type of action research. The research was conducted in Jejeruk Village and Ngloram Village with research subjects including Jejeruk and Ngloram Village officials, as well as officials and implementers in the Survey and Mapping Section of the Blora Regency Land Office. The research results show that identification of K4.2 begins with improving data quality, if it cannot be mapped then a list of nominative K4.2 is created. The K4.2 problem typology consists of three main categories: land data anomalies, overlapping certificates, and location not found. Potential solutions that can be implemented are improving physical and KKP data, eliminating rights based on a statement letter, publishing K4.2 at the village office, and carrying out internal blocking.
