Abstract

The conversion of rice field land to non-rice field use increases every year, potentially affecting national rice production and threatening food availability and security. To control this land conversion, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) established the LSD map through Kepmen ATR/BPN Number 1589/SK-HK.02.01/XII/2021. However, the establishment of the LSD map has raised issues, namely discrepancies between the LSD data and the Detailed Spatial Plan (RDTR). This study aims to examine the discrepancies between LSD and RDTR and their impacts. The research method used is a mixed-methods approach with spatial and descriptive analysis. Data collection techniques include interviews and document studies. Data analysis techniques used are overlay analysis and descriptive analysis. The results of this study are: (1) the conformity of LSD with RDTR is 914.59 hectares or 96.78%, and non-conformity is 30.42 hectares or 3.22%; after actual verification, the conformity of LSD with RDTR is 30.65 hectares or 56,57%, and non-conformity is 23.53 hectares or 43,43%; and (2) the impacts of LSD's non-conformity with RDTR include: hindering landowners from converting their land, obstructing investment development, reducing LSD area, establishing LP2B, and affecting food availability and security.
