Abstract

The high number of abandoned land in Indonesia from 2022 to 2023 reached21,633.2 hectares. Not all of this abandoned land was designated as TCUN (State-Owned Land Utilization Right). According to the TCUN Utilization Decree of 2023, only 15,995.41 hectares of land have been successfully utilized under TCUN by the Directorate General of Land Management. The government plays a crucial role in efforts to regulate and utilize abandoned land in Indonesia through several stages, including (1) Inventory of indicated abandoned land; (2) Identification and research of indicated abandoned land; (3) Evaluation; (4) Notification Period; (5) Warning Stages; and (6) Abandoned Land Determination. Therefore, this study aims to understand the implementation of regulation and utilization of abandoned land by the government on land owned by PT. Wanapotensi Guna and to identify the factors causing the holder of HGU Number 21/Musi Banyuasin to abandon their land. With these government efforts, some of the land owned by PT. Wanapotensi Guna has been successfully regulated as abandoned land and utilized under TCUN through the Land Bank. Keywords: Abandoned Land, TCUN, Land Bank
