Abstract

The coastal border is a protective zone that must be safeguarded by means of space exploitation activities in accordance with spatial planning directives. In fact, however, there are still indications of a violation of the incoherence between the use of space and spatial planning. The objective of this research is to (a). Know the compatibility between land use with the RDTR of the Siung-Wediombo area planning; (b) Know the strategy implemented by the government of Gunungkidul district in particular the Ministry of Agriculture and Space Administration in carrying out the control of space utilization; (c) Know regulations related to the control and utilization of space that have been implemented in Gunungkidul District. The method used in this research is the method of research mix method or method of mixing between methods of quantitative research and method of coalitative research. Quantitative method is realized with method of survey to find data related to the use of land existing in the field, while qualitative methods are realised with a descriptive approach to know and describe the data relating to the strategy of control of space utilization used in the district of Gunungkidul in the effort to control the utilization of space and any regulation that has been applied in the District of Gunungkidul for the effort of controlling the usage of space. The results of the analysis have been obtained that the classification of land use in accordance with the RDTR is 143.50 Ha, while the use of land not in conformity with spatial planning is 2.60 Ha of the total area of land-use suitability in the border zone of the BWP Siung-Wediombo. In connection with the strategy carried out by the government of the district of Gunungkidul in conducting control of space utilization, among them socialization related to spatial regulation, direct or indirect socialization, monitoring after the issuance of space usage permits through the implementation assessment of the suitability of space utilisation activities or CCPR, implementation of CCPR for activities seeking to use the OSS system, and carry out the preparation of regulations such as the control device of the use of space to support the operation of the space control in the districts of Gunungkidul. While related to the regulations that have been implemented in the district of Gunungkidul in the effort to control the user of space, among them are the Regulations of Yogyakarta Special Area Number 10 Year 2023, the Regulation of the Governor of the Yogyakarta special area Number 9 Year 2023.
