Abstract

The importance of the position and function of land means that land can often become the object of the dispute which can then trigger disputes between public. Being aware of such a situation, then to prevent things unwanted, persons or legal entities who have rights to land under its control must register the land, because it in accordance with the purpose of registration land as stated in Article 3 paragraph PP No. 24/1997, namely to provide legal certainty and legal protection for rights holders in a field land. However, until now registration of land ownership rights in several areas Indonesia, especially in Tiron Village, Banyakan District, Kediri Regency some have not registered their land. This is influenced by low interest community regarding the implementation of registration of ownership rights to land. The purpose of this research is to analyze community interest in the implementation of registration of ownership rights to land, the factors that influence community interest and the Kediri Regency Land Office's strategy to increase community interest in the implementation of land ownership registration Tiron Village. The method used in this research is a qualitative method with a descriptive approach. The data collection techniques used were observation, interviews and document study. Based on the results of the analysis, it is known that public interest in registering land ownership rights in Tiron Village is relatively low. Factors that influence people's interest in registering land ownership rights are inhibiting factors and encouraging factors, each of which consists of economic factors, educational factors and employment factors. Then the strategy of the Kediri Regency Land Office is to implement an attitude of transparency and develop a computerization program; apply a participative attitude; influence society's perspective by implementing a fair and honest attitude.
