Abstract

The government, through Nawacita, offers a land certificate processing program, namely the Complete Systematic Land Registration Program (PTSL). PTSL in Indonesia has been running since 2017, but in its implementation various problems are still found in the field. One of the villages that will be the PTSL location for 2020 and 2021 is Patutrejo Village, Grabag District, Purworejo Regency. However, the Patutrejo Village PTSL results in SHAT achievements are still far from the target, only 16.44% achieved in 2020 and 35.90% in 2021, meaning that the PTSL program has not been sufficiently successful in being implemented in the village. One of the factors that determines the success of PTSL is public perception. This research aims to determine community perceptions about the PTSL program and its influence on the success rate of PTSL in Patutrejo Village. The research method used is a mixed method. To measure public perception, researchers used three perception indicators, namely understanding, response, and hope. The results of the research show that the perception of the Patutrejo Village community regarding the PTSL Program is good, with achievements in the understanding aspect of 85% stating they understand, in the response aspect 85% agreeing, and in the hope aspect 85% agreeing with the existence of the PTSL Program. In conclusion, public perception does not affect the level of success of PTSL, because in reality public perception of the PTSL Program is good. Researchers found external factors that caused the low PTSL results in Patutrejo Village, such as the non-issuance of land certificates due to lack of communication between parties, CS land problems, and land owners who were not at the PTSL location.
