Abstract

The access management program is implemented by the Directorate General of Agrarian Management, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency and the Kepahiang Regency Land Office. The program was implemented in Air Sempiang Village, Kabawetan District, Kepahiang Regency, Bengkulu Province. The access management program was implemented for 100 heads of families who received land redistribution program certificates in 2021 involving the Department of Agriculture. This research was conducted to determine the stages of access management and increasing income from coffee plantation-based access management activities in Air Sempiang Village. This research uses a qualitative descriptive approach so that it can explain actual conditions in the field. The implementation of access arrangements has gone well, this is because communication and coordination between the Kepahiang Regency Land Office and the Agriculture Service are well established. However, there is no increase in the income of agrarian reform subjects because agrarian reform subjects still use old and hereditary methods, working as factory workers, and the social costs of living in Air Sempiang Village are relatively high.
