Abstract

The government is trying to secure assets in the form of land controlled by the Regional/Municipal Government and must be given a form of legal certainty in the form of a Land Certificate in the name of the agency concerned to reduce the occurrence of land problems in the future. This research aims to determine the implementation of activities to provide legal certainty for land assets belonging to the Surabaya City Government in the area of the Surabaya City Land Office I by discussing using the 5M strategy (man, machine, money, material, & method) as well as discussing problems, solutions and post-impact of the implementation. The research uses qualitative methods by collecting data through interviews, document studies, field observations and qualitative descriptive analysis. The results of this research resulted in the finding that the Surabaya City Government through the Surabaya City BPKAD agreed together with the Surabaya City Land Office I and Law Enforcement Officials to attempt to handle the problems that occurred by carrying out regular monitoring and evaluation activities to discuss the process and progress of providing legal certainty to land assets belonging to the Surabaya City Government, as well as implementing the Trijuang program to assist with work by providing training to Village Heads and District Heads using strategies that have been implemented. Thus, the process of providing legal certainty for land assets belonging to the Surabaya City Government can have a good impact so that it can make it easier to manage the assets.
