Abstract

The establishment of LSD as a rice-fields conversion control policy shows an inconsistency to the regional development orientation of the Badung Regency as a part of the Sarbagita Urban City, which is a tourism-based metropolitan area. Furthermore, the existence of LSD seems to make a dualism to the rice-fields conversion control policy in Badung Regency, considering that LP2B already established as a rice-fields conversion control policy. This research aims to provide an overview of the relevance and harmonization of LSD establishment towards the regional development orientation based on various applicable spatial planning policies and leading sectors in Badung Regency. The method used in this research is a mixed method sequential explanatory with a spatial approach (overlay), LQ and Shift Share analysis as well as descriptive analysis based on leading sectors. The results of this research show that there is a discrepancy between the establishment of LSD towards various spatial planning policies in Badung Regency. Based on the leading sector, the establishment of LSD also shows disharmony regarding to the regional development implementation. For this reason, integrating LSD into LP2B is needed to harmonize the rice-fields conversions control policies, strengthening regional functions, and improving farmer welfare, to support food estate in the Sarbagita Urban City.
