Abstract

The Land Certificate is a strong proof of land ownership in Indonesia for both individuals and legal entities. According to Government Regulation No. 24 of 1997, any legal action related to the issuance or transfer of land rights will be invalid if not registered at the Land Office, a unit of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). The Land Certificate includes the registered land's history and all necessary information for the completeness of land ownership data. In accordance with ATR/BPN Ministry Regulation No. 3 of 2023 on the Issuance of Electronic Documents in Land Registration Activities, the ATR/BPN Ministry has started implementing electronic land registration, beginning with the conversion of Land Books to BT-el and Measurement Letters to SU-el, and initiating electronic land registration services. However, there are still public concerns regarding the security of electronic certificates. Given the increasing incidents of data breaches, a secure mechanism is required to ensure the integrity of electronic certificates. Blockchain technology, with its strong encryption and immutability, is proposed as a solution to enhance data security, transparency, and efficiency in land administration. Using a systematic literature review method, this study aims to explore the potential of Blockchain implementation to manage secure land documents and identify the risks and challenges in its implementation.
