Abstract

The PTSL program aims to provide affordable land certificates to facilitate ease of access for the community. Beyond ensuring legal certainty, these certificates also contribute to enhancing the welfare of their owners by serving as collateral for mortgages. The electronic-based Mortgage Rights Service (HT-el) further streamlines the application process, enabling online registration which is both paper-saving and more efficient. This study seeks to investigate the impact of the PTSL program on applications for HT-el in Purworejo Regency. The impact is assessed through the quantity of HT-el applications and the utilization of PTSL certificates as collateral from 2020 to 2023. The research methodology employed is qualitative with a descriptive approach. The findings reveal an increase in HT-el applications in Purworejo Regency during the aforementioned period. This increase correlates with the rising use of PTSL certificates as collateral for HT-el. Consequently, it is concluded that the PTSL program has had a positive impact on boosting HT-el applications in Purworejo Regency. The motives behind HT-el applications vary among the community, including for business purposes, family interests, personal needs, and housing requirements.
