Abstract

The Surabaya City RDTR is used as one of the references in the issuance of land technical considerations at the Surabaya City Land Office I. In its implementation, it was found that the boundaries of the spatial pattern zoning area cut across the land plot. This problem is due to the fact that the base map used to prepare the RDTR in each district/city is based on the delineation of a photo map or satellite image. The purpose of this research is to determine the accuracy of the base map used for RDTR spatial pattern mapping and the base map used for land parcel mapping, to determine the consequences of RDTR preparation that is not based on land parcels, and to determine the potential integration of valid land parcel maps as material for RDTR preparation. The method used in this research is mixed sequential explanatory with quantitative analysis in the first stage and corroborated with qualitative analysis in the second stage. The results of this study indicate that the base map used for mapping the spatial pattern of the Surabaya City RDTR and the base map used for mapping land parcels is a 2016 photo map. As such, RDTR spatial pattern boundaries that intersect land parcels are not caused by the base map used. The 2016 photo map has a CE 90 value of 0,28 m and meets the horizontal accuracy of the 1:1.000 scale land base map class 1. There is also no difference between the coordinates of the identification results on the 2016 photo map and the static GNSS measurement method. The boundaries of the spatial pattern that cut the land parcels are caused by the land parcel boundary pattern that has not been used as an ingredient in the RDTR spatial pattern area boundaries and the difference in scale between the licenses issued (PTP scale) and the RDTR Surabaya City map scale. Valid land parcel maps owned by the Surabaya City Land Office I can be used as basic data for compiling the boundaries of the Surabaya City RDTR spatial pattern because they are complete in one Development Unit and the validity of the data is guaranteed.
