Abstract

The need for land measurement and mapping, including land surveys in Indonesia, is still very high, as there are many areas of land that have not been mapped. The government has implemented various programs in Land Registration, one of which is the Comprehensive Systematic Land Registration (PTSL) program. This policy is a National Strategic Program with the concept of building new land data while simultaneously improving and maintaining the quality of registered land data that already exists. This ensures that all registered land areas are complete and accurate, providing legal certainty and protection for land rights, as well as certainty regarding the location and boundaries of land areas. Effective and efficient methods for land measurement and mapping are needed to support the implementation of land mapping. The purpose of this research is to determine the legal certainty of objects of rights using the photogrammetry method and to assess the accuracy of point, distance, and area measurements in land surveying using the photogrammetry method based on the accuracy of photo maps recognized by the applicable regulations. The method used in this research is quantitative with a comparative approach. The comparative approach is a type of research aimed at comparing two or more data groups to obtain answers or facts about the existence or absence of differences or similarities in the objects being studied. The results of the research indicate that land surveying using the photogrammetry method in Integrated PTSL can ensure the legal certainty of the object of land rights. Legal certainty of the object is achieved from various tested aspects, including identification of land parcel boundaries; the principle of contradictory delimitation; map scale; area calculation; boundary restoration; cadastral map. The results of distance, position, and area tests in the Integrated PTSL activities prioritizing the photogrammetry method show that for agricultural land, the measurement tolerance has been met, provided that the land parcel boundary markers are clearly visible on the photo map, and boundary determination is carried out after mutual agreement or acknowledgment in the field.
